External Quality Assessment Report on the BuildSkills Certification Framework (M36)

This deliverable presents the second independent quality assessment conducted by the External Quality Assessment Panel (EQAP) during months 25–36 of the BuildSkills Academy project. The review focuses on one of the project’s key achievements: the Framework for Transitional Skills Certification, developed in accordance with the ISO/IEC 17024:2012 standard to support the recognition and validation of green and digital skills in the construction sector across Europe.

The report documents the verification process undertaken by an international panel of experts, including the assessment methodology, stakeholder consultations, and detailed evaluation of the framework’s quality assurance mechanisms, transparency, impartiality, and applicability across different national contexts. The findings confirm that the certification framework is robust, credible, and well aligned with European quality assurance principles, offering a scalable model for certifying transitional skills and supporting learner mobility, employer confidence, and cross-border recognition of competencies. The report also provides recommendations for further refinement and future implementation to maximise the framework’s impact and adoption throughout Europe.
