Independent Validation of the BuildEnrichedSkills Methodology

This deliverable presents the results of the independent verification of the BuildEnrichedSkills Methodology (BESM) conducted by the External Quality Assessment Panel (EQAP), a group of 14 international experts representing vocational education and training, higher education, industry, policy-making, and sustainability sectors. The assessment forms a key part of the BuildSkills Academy quality assurance framework and validates the methodology’s strategic relevance, adequacy, and applicability in addressing current and future skills needs within the construction sector.

The report summarizes expert feedback on the methodology’s alignment with European vocational education policies, green and digital transition priorities, labour market requirements, and emerging industry trends. It also incorporates insights gathered through six national stakeholder roundtables organized across participating countries. The validation confirms that BESM provides a robust, flexible, and scalable framework for enriching vocational education and training programmes with green and digital skills, while highlighting recommendations for further enhancement, future implementation, and potential replication in other sectors.

Overall, the report demonstrates that the methodology successfully supports workforce upskilling and reskilling efforts, strengthens the responsiveness of VET systems to industry needs, and contributes to Europe’s transition towards a more sustainable and digitally enabled construction ecosystem.
